The Master Plan
Many ingredients need to come together to create a thriving community. While there is no simple recipe for creating a community, there are best practices that should be followed. As we developed the Master Plan for Koa Ridge, we used our 40 years of community building experience and augmented it with the most current concepts and practices on Smart Growth, Sustainability, and Urban Design. The Master Plan provides a roadmap to create a vibrant, mixed-use community that incorporates Koa Ridge’s core values and guiding principles, which we developed jointly with the community.
Project Timeline

Working with our community visioning partners and renowned planning and cultural consultants, we have made significant strides toward a well-conceived Master Land Use Plan.
Milestones Achieved:
June 2009: An Environmental Impact Statement for Koa Ridge and Waiawa was accepted by the State Land Use Commission (LUC).
October 2010: The LUC granted Urban District reclassification of Koa Ridge.
August 2011: The Sierra Club appealed the LUC approval and the Circuit Court reversed the LUC Decision & Order.
June 2012: The LUC approved the reclassification of Koa Ridge.
August 2012: The intermediate Court of Appeals (ICA) reversed the Circuit Court’s ruling that invalidated the 2010 LUC decision granting approval of Koa Ridge.
Next Step:
Zone Change approval from the City and County of Honolulu
Groundbreaking for Koa Ridge Makai is planned for 2013 and the first homes are anticipated to be ready for occupancy in late 2014.
